The complaint contends that the township manager retaliated against Padmaja Rao after she says she blew the whistle on him and other senior and elected officials on a number of fronts.
A report by Montclair Affirmative Action Officer Bruce Morgan also finds what he called “disturbing issues” in the day-to-day operations of the fire department, and no attempt to avoid conflicts during a recent promotions exam the fire chief's own son took.
The report was delivered to officials including Township Manager Timothy Stafford — who had authorized the promotions test rubric that firefighters say was slanted against them.
