Tonight’s Montclair council meeting will take place at 7 p.m., on the second floor conference room, continuing in the Council Chambers  of the Montclair Municipal Building, 205 Claremont Avenue. The Capital Finance Committee (CFC) has provided a statement on why changing the role of the committee would render it ineffective along with a list of question for town manager Marc Dashield. Ordinances up for adoption include:

A. Ordinance amending Montclair Code Section 293-10 to extend the Montclair Center Special Improvement District designation through December 31, 2016. Introduced and passed first reading October 18, 2011.

B. Refunding Bond Ordinance providing for payment of amounts owing to others for taxes levied in and by Township, appropriating $4,355,000 therefor and authorizing issuance of $4,355,000 bonds or notes of the Township for financing the cost thereof Introduced and passed first reading October 18, 2011.

N.B. This ordinance should be voted down as a revised version was introduced at the November 1, 2011 meeting which will take its place.

C. SOA Salary Ordinance. Introduced and passed first reading October 18, 2011.

Resolutions include:

5. Resolution requesting approval of the Director of the Division of Local government Services to establish a dedicated trust by rider for accumulated absences, pursuant to NJAC 5:30-15 213 (R_11_211) (Montclair is requesting permission of the Director of the Division of Local Government Services to pay expenditures for accumulated time for absences)

Resolutions 6 to 11below are required in accordance with State regulations to incorporate grant monies into the 2011 budget. The amounts of the grants are as follows: Click It or Ticket – $4,000; Pedestrian Safety Grant – $16,000; Clean Communities – $55,074.21; N.J. Alcohol Rehabilitation Enforcement Fund – $6,687.90; Public Health Nursing Program – $15,537; and NJ Department of Education Nonpublic Nursing Service – $111,868

12. Resolution establishing a Change Fund (R_11_218) (This sets up a change fund for the Animal Shelter in the amount of $100)

13. Resolution authorizing approval of the 2010 Corrective Action Plan (R_11_219)

14. Resolution accepting conditions of approval of local finance bd terms and conditions of tax appeal refinancing (R_11_220)

  1. Let’s not forget that this is the same CFC which rubber-stamped the South Park Street project based on nothing but an assumption on the BID’s part (the project’s proponent) that it would pay for itself.

    The CFC doesn’t have a lot of credibility on the independent analysis front, if you ask me.

  2. You can only ask so much of independent analysis, ROC. At some point you have to trust someone. We were all snookered on that one. Well, all of us except you, but you’re cynical about everything.
